Having just recently rewatched FatWS, I can confirm that the Wakandans provided Sam's new outfit.

That's Lt. Torres, who has taken over Sam's old suit and role as The Falcon while Sam is the new Captain America. His character was introduced in the FALCON AND THE WINTER SOLDIER series.
